How to apply for a Maltese Passport.

The following sections give a detailed information on what is normally required to apply for or replace your existing passport. If you still require further information, please contact us on one of the telephone numbers listed above or through e-mail.

Applying for a new passport for the first time (Persons over 18 years of age)

If you are a Maltese citizen, you are eligible for a Maltese passport. You will need to:

Obtain the relevant application Form A from:

• the Passport Office
• Police Stations
• Local Councils
• Travel Agencies or
• through our website

Complete the application form clearly and accurately, paying special attention to dates of birth requested. Take it to a recommender. The recommender should be a professional person (or a priest) who should have known you for not less than 2 years. Your recommender should complete the relevant part of the application form as indicated.

Return the application form to our Office by:

• handing it in personally at our Office. You must always bring with you your Identity Card when calling, otherwise your application will not be accepted.

We will take your photo (a facial biometric image) at our office. This photo will be printed on your new passport.

Pay a € 70 fee on submitting your application. We accept payment in cash, by cheque and by all leading bank cards (through EPOS machines).

As you have to call in person to take your facial biometric image through our special cameras, applications by post cannot be accepted.

You are to collect your passport from our Office in person after 4 working days. If your application form is not adequately completed, we will contact you for any missing information. In these cases your application may take a longer time to be processed. You will be asked to show your ID card when collecting your passport.

We also provide a same day service should you require it. This service is offered at a charge of € 120, irrespective of the applicant’s age. Call at our Office, bringing with you the completed application from as indicated above. If all relevant information is correct, we will deal your request within 4 hours. If you call before 10:00 hrs on Mondays, Tuesdays, Thursdays and Fridays, you will collect the urgent passport that same day. On Wednesdays, if you call before 14:00 hrs, you will also collect your passport on the same day (provided this is not a lost/stolen passport or a passport which was previously issued for a restricted period of time). On all other remaining hours and on Saturdays, urgent passports will be issued on the next working day.

Applying for a new passport for the first time (Persons under 18 years of age)

All minors under 18 years of age must have their own personal passport.

Minors aged between 16 and 18 years of age will have a passport valid for 10 years; valid for 5 years if they are aged between 10 and 15 years and valid for 2 years if they are still under 10 years of age.

When applying for your child’s passport, kindly:

Complete the application form, ensuring that the details you fill in are correct. Both parents are required to give their consent by signing the application form in the presence of a recommender on Section 7. The recommender, besides Section 7, should also sign Section 8 of the application form and one passport size photograph of your child. These sections must be filled in for all minors aged under 18.

Call at our Office together with your child if he/she is 6 years or older. Please bring with you:

• the application form filled and signed by both parents
• both parents’ Identity Cards
• 2 recent identical coloured photographs of your child (passport size) taken on a white background (1 of which should be signed by the recommender)
• the passport, if any, on which your child was previously included so that he/she may be deleted from that passport

If your child is over 14 years of age and holds a valid ID Card, you do not need to produce any signed photos. His/her photo (a facial biometric image) will be taken at our Office.

Pay an application fee of € 70 if your child is 16 years and over, € 35 if aged between 10 and 15 and € 14 if he/she is under 10 years of age. If your passport is required urgently, you would have to pay € 120, and you will be able to collect the passport after 4 hours.

If the passport is not urgently required, you will be able to collect your child’s passport from our Office after 4 working days, unless we have had to contact you for any missing information. Always bring both parent’s ID Cards when calling at our Office.

Applying for a Refugee passport

1. Obtain the relevant application FORM A from:
   • The Passport Office
   • Police Stations
   • Local Councils
   • Travel Agencies or
   • through our website
2. Complete the application form clearly and accurately, paying special attention to dates of birth requested. Take it to a recommender. The recommender should be a professional person (or a priest) which should have known you for not less than 2 years. Your recommender should complete the relevant part of the application form as indicated.
3. Return the application form to our Office by:
   • handing it in personally at our Office. You must always bring with you your Identity Card when calling, otherwise your application will not be accepted.
   • bringing with you the Refugee Certificate issued by the Refugee Commission. This is the official confirmation of your refugee status.
4. If you already had a Travel Document, you have to surrender your previous passport when applying for the new one.
5. If you are applying for your minor children aged under 18, complete the application form, ensuring that the details you fill in are correct. Both parents are required to give their consent by signing the application form in the presence of a recommender.
6. Call at our Office together with your child if he/she is 6 years or older. Also bring with you:
   • the application form, filled in and signed by both parents
   • 2 recent identical coloured photographs taken on a white background, of your child, one of which should be endorsed on the back by the recommender who should have also completed the relevant part of the application form
   • both your ID card and that of your spouse (or both your Travel Documents)
   • the passport, if any, of your child if he/she was already issued with a Travel Document.
7. Pay a fee of €55.

You will be able to collect your child’s passport from our Office after 4 working days, unless we have had to contact you for more information.

Applying for a Collective Passport

We also issue collective passports for children going abroad in a group of not less than five and not more than 50. The leader of the group is required to:

1. Obtain the relevant application form from:
   • The Passport Office.
2. Call at our Office bringing with you all the above and your own passport. The cost for this service is €85 which is to be paid on application.

A card is issued for each child containing his/her name, surname and photo. These can be collected by the leader of the group 4 working days after the application has been submitted.

Submitting an urgent application

In special cases, the services provided by our Office are available on a 24-hour basis. These services are only provided to persons who require an urgent passport for special reasons.

This service is provided upon a fee of € 165.

Emergency document

This is a document that can be used instead of a passport and is only valid for your outgoing trip. It is issued to Maltese citizens at a fee of €8.

You are required to call at our Office and within the same day you will be issued with this document. This Document can only be issued under special circumstances.

Document of Identity

If you are a foreigner and need a new passport while you are in Malta and there is no Embassy, High Commission or Consul representing your country, our Office will issue a document that can be used instead of a regular passport for your trip back home. This service is given at a fee of €8.

We will need your flight details including the date and time of departure and your destination. Please follow the instructions 1 and 2, under "Applying for a Maltese Passport for the first time" (Persons over 18 years of age) and call at our Office personally. You will be issued with a Document of Identity within two days.

Renewing your passport (Persons over 18 years of age)

Your passport expires every 10 years (if there are no restrictions). Please be sure to check that your passport has not expired before you plan to travel.

In order to renew your passport you are required to:
Obtain the relevant application form from:

Complete the application Form A clearly and accurately.

Bring the application form together with your valid ID Card and your current passport. You don’t need to have your application form signed by the recommender, if you are still recognizable from your previous passport.

Return the application form by:

• Calling at our Office

Pay a fee of € 70 on application.

You may collect your passport from our Office after 4 working days, unless we have had to contact you for missing any information.

Renewing your passport (Persons under 18 years of age)

A minor’s passport expires every 2 years if the child is aged under 10 years of age, and every 5 years if he/she is aged between 10 and 15. If the child is over 16 but still under 18 years of age, the passport will be issued valid for 10 years.

Please be sure to check that your child’s passport has not expired before you plan to travel. It is advisable to apply for the passport before your reserve your holiday.There may be instances were a minor’s passport cannot be issued within 4 working days. This may be due to various restrictions such as Care Orders, Court warrants, restricted parent’s consent or any other special provisions which may be included on Separation Agreements reached between the parents. In these and other similar instances, the passport for a minor will not be issued unless properly authorised by the competent Courts and/or authorities.

In order to renew a minor’s passport, you are required to:

Obtain the relevant application form from:

Complete the application Form A clearly and accurately. Take care to fill in both Section 7 and Section 8. Both parents should sign Section 7, while the recommender should also endorse the parent’s signatures on Section 7. The recommender should also sign Section 8 and a photo of your child.

Return the application form to our Office together with your son’s/daughters old passport. You have to bring 2 recent identical coloured photographs of your child (1 of which should be signed by your recommender) taken on a white background and both parent’s ID Cards. If your child is 6 years or older, you should also bring him/her over with you to the Passport Office to have his/her photo (a facial biometric image) taken at our Office.You need to bring the photographs signed at the back by the recommender as a proof of the child’s true identity.

If your child is 14 years or over and holds a valid ID Card, no signed photographs are required. In all cases, however, Sections 7 and 8 of the application Form A should always be signed by the recommender.

Return the application form by:

• Calling at our Office with both parent’s ID Cards/passports

Pay a fee of € 14 if your child is under 10 years of age, € 35 if he/she is aged between 10 and 15 and € 70 if your child is 16 and over. Applications by post are not accepted.

You may collect your child’s passport from our Office after 4 working days, unless we have had to contact you for missing any information. Minor’s passport must be collected by either one of the parents, who must bring both parents’ ID Cards when calling .

Changing the details on your passport

If your personal details have changed, you will need to apply for a new passport. Please follow the above instructions for "Renewing your passport (Persons over 18 years of age)".

Replacing lost or stolen passports

If your passport is lost, stolen or destroyed, you should report this to the nearest Police Station. You should bring a copy of the Police report when applying to replace your lost/stolen/destroyed passport. You are requested to call in person at our Office where you will be asked to take an oath or make a solemn declaration for a fee of € 10 .

You will then need to apply for a new passport. Please follow the instructions for " Applying for a new passport for the first time (Persons over 18 years of age)".

Arabic Translation on Passports

We can translate the details on your Maltese passport into Arabic. The fee for an Arabic Translation on passport is € 6.

You will be able to collect your passport after 2 working days.
